There is very few things that frustrate a man like a woman who cannot make up her mind as to if she is interested in him. She is not playing a game, as best as he can tell. She is just indecisive. The scenario goes a little like this:
Blake likes Ana. Blake senses that Ana likes him too. Blake approaches Ana to ask her out and gets a sign that maybe he has misread the signs. Blake decides to sit back for a while. The signs now point to disinterest. Blake walks away and now Ana shows interest in him. Rinse-lather-repeat.
I have seen this play out time and time again. I have also seen the scenario where he asks her out, she turns him down. And then when he has finally gotten over her, she shows interest and then changes her mind.
I could write all day about the variations on this scenario, the fact of the matter all the man wants is for the woman to make up her mind and stick with it.
