Men do not notice how well endowed a woman is unless they have reason to. Most men could not tell you the cup size or approximate measures of their female friends or even of a woman that they are interested in. An educated guess could be made based on body type, however it would just be an educated guess.
If there exists a reason for him to notice then he most likely will. These are generally women that he has been physically intimate with or women who draw attention to their cleavage in some manner.
